Hi there!,
In my opinion the best option would be NOT to think "too much" or "too big" or even in "too much detail", rather take small steps at a time, use your phone, see what you like , see other's work, see what you like, analyze and try to recreate.
Take small steps in acquiring gear of any kind (including a new phone) and more time in experimenting with that you have including your old point-an- shoot or film or phone or any any used dslr+lens in the range of 15k to 20k
and experiment to the point where you are not asking general advise but specific advice like how good this model at ISO 6400 or does this brand renders the red tones with accuracy or how reliable is the auto focus of this lens under so and so condition, that is the time for bigger spends
Best of Luck.  BTW There is NO perfect camera/lens/phone
Regards
Ashutosh

There are lots of resources online for answering this question. Just google it. "What kind of camera should I buy" gets you lots of links. You need to know what you want to do with your camera and ask an appropriate question instead of just throwing out a broad one.
