Came across this once more...is this pic taken in Pune or Bengal...is the foliage kashful aka kans grass ?

It was taken in Shantiniketan, WB.

I am not an expert on the species, it looks like 'Kaash phool' to me. I am not sure if the season (late winter, February) is wrong for that.
